Ashidaka Michitaka

Cousin of Ashidaka Naritoki. Unlikeable man. Naritoki's widow lives with him. She brought Kakita Kabe and a few other of Naritoki's guards with her to his household.

Ashidaka Naritoki

Previous Emerald Magistrate assigned to Ryoko Owari. Deceased. Murdered by parties unknown. Wrote a journal. Fibi said her spirits told her, "He was a man with a finely developed sense of appearances, mixed with a sense of stability and predictability and a healthy dose of realism." The other word that comes up again and again is pragmatic.

Bayushi Korechika

Leads the Bayushi family in Ryoko Owari. Heads up on of the three opium cartels, along with Shosuro Hyobu and Soshi Seryoku.

Shigeko disliked him: venal, slippery, dishonest, selfish. Large network of merchants whom he taxes until they scream.

I, too, dislike him. I suspect he's to blame for Naritoki's murder.

Bayushi Yojiro

Current Emerald Magistrate, but has not yet arrived to the city. Known as the only honest Scorpion.

Ide Baranato

Unofficial leader of the Unicorn clan in Ryoko Owari. His son, Ide Michikane, died of an opium overdose at the Morning Star.

Shigeko said he's a man of honor and a healer of some kind. I believe he is an honorable man. He hates opium, wants Naritoki's killer taken down, the "ninja" ruffians removed, and Fade dealt with.

Ide Baranato is not the official leader of the Unicorns in this city, but he acts as if he were. He has a higher social standing, more skill, more influence. Shinjo Yoshifusa -- the official leader -- allows him to lead the clan business (one way or another).

Word on the street: Shinjo Yoshifusa is old and crusty. His word is still officially the law of the Unicorn around here. But Baranato is better for the clan and everyone knows it, so they go to him when they want something done, and he gets it done. When Yoshifusa dies, Ide will become the leader, not Yoshifusa's son. It's possible that his son isn't thrilled. Or perhaps he has other plans and doesn't care.

Kakita Kabe

Former head of Ashidaka Naritoki's household guards.

Moyara Shonagon

Deceased author of the infamous Memoirs of an Opium Eater.

Shosuro Hyobu

Governor of Ryoko Owari. A Scorpion. Heads one of the three opium cartels, along with Bayushi Korechika and Soshi Seryoku. So far, polite.

Yogo Osako

Yogo is a minor family within Scorpion. Yogo Osako looks to be in her late 20s. Bushi, and the leading magistrate for Shosuro Hyobu. Seemingly direct, but she is a Scorpion.

Eyebrows

The eta who had examined Ashidaka's and True Word's dead bodies. Shigeko said that he's apparently well-known for his gifts in reading both the dead and the living and seeing immediately what ails them, or what killed them.
